Works much better on a MacPlug in your device and in the device window in iTunes, enable syncing over WiFi. Then you can do this. On MacOS, it’s the same for 10.14. On 10.15, go to your finder and open your phone window. Enable sync over WiFi. This should clear up the issue and allow you to refresh.
