Therefore if i enjoyed a challenge, i would wait to do it till i had plenty of city defense buildings, build them, do level 5, then revert my city to where it produces the most. Maybe the temporary building makes up for the lost city space but really how many fp producing buildings will be left after making room for all that defense.

You don't *need* 100 for sure though, in any age - you can manage to win with slightly lower stats, you can augment with fortifications.
